One Raffles Quay Pte Ltd, a consortium comprising Hongkong Land, Cheung Kong (Holdings) and Keppel Land, has won the tender for the first white site in Raffles Quay (Marina Boulevard) in March 2001. It is primarily a commercial development, consisting of two office towers with a podium block, a hub car park and a subterranean retail mall.

The office towers, with the gross floor area totalling about 1.59 million sq. ft, feature large floor plates specifically designed to meet the requirements of leading financial institutions and multinationals.

The subterranean mall connects the office towers with Raffles Place MRT station.
